G Loomis GL3 would be my top choice! I used to own one. They are great.
Im going to be in the market for a new salt water fly rod for striper fishing. Looking for a 9ft 9wt that is in the $300-$400 range that is a good casting rod. any suggestions would be greatly appreciated.

Try out the Reddington CPS 909-4 at $299 it is very close to a highend $700 rod.
I would also search for a used rod by Sage, Loomis, T&T they can be purchased for your budget with enough left for a premium line.

Temple Fork Axiom's are in the $250-275 range, and I'm hearing a lot of good things about them in the SW line weights. Check out also the Sage VT2's in the low to mid $400 range, nice rods.

I have an Orvis T3 9ft 9wght and it is a cannon. I bought it on ebay for $250 or so. Great Rod.

I had a G3 and I found it to be too soft in the salt. But, I have heard many people like them. The Axiom Rods are awesome for the salt. Stiff. Powerful. That's what you need when throwing saltwater flys, heavy lines, and when your dealing with wind. Also, the TFO TICR 9ft 9wt is in my opinion one of the best hands down on the market. Very thick butt section for lifting power and for cutting through wind. Is pretty light. I have had one in the past and sold it. However, I am buying one come September again and will break it in on my Albie trip. You can't go wrong with either one. Remember though, Axiom only has a 8 and a 10 for the heavier rods. I have both and they are great but if your looking for a 9 wt specificlly, then go with the TICR in my opinion.

Another option for you might be the rods produced by Kenny Abrames.
Have not used one myself but have heard a lot of compliments about the rods.
TFO is solid....I am not a huge orvis rod fan, also take a look at Echo. Solid stick as well.
I also heard a lot of good stuff about the ECHO rods. I didn't like the TFO Axiom rods but did like the TICr. St Croix also make good saltwater rods as well.
I have only casted it but the Sage... I know SageXI2 was awesome! Just a little too much cash to fork out.
I notice that Orvis rods don't seem to be favored on the TPO circuit. Sage , and also some less costly rods seem the preference. What's the consenus on Orvis? I have my share of TFO, St Croix,
Sage & Orvis . Just retired a 9' 9wt Penn that caught a zillion Stripers, blues, bonito and the occassional albie. Family got me a 9' 9wt Orvis zero gravity and it casts well but I haven't been out like I was in prior years.
