Good news - Thanks for the update
I just received my news letter from the Farmington River Anglers Association and club president Andrew Butler reported that the expansion plan will go into effect Jan 1rst of 2012. So from the first of the year till opening day the entire 21 miles of river from the Hogback dam to the rt 4 bridge in Unionville will be catch and release only and from then on open to fishing year round. Also the upper TMA will be extended to the abuttments at Whitmore pool. Thanks to FRAA and others for their hard work to make this a reality. It took a long sustained effort.
I'm heading back for Thanksgiving, I think I'll be up there fishing on Tuesday and/or Wednesday. Wanted to tie up some bugs. Any recommendations?

Also important to note that the barbless regs remain the same for the C&R areas (and times). There was some push back however barbless (and single hooks) prevailed.
About what bugs, I'd go with any type of egg, san juan worms, and small BWOs. Just a warning, many people are reporting that fishing is tough right now, actually ever since Irene. I've reported one fish each my last few outings to Upcountry and that seems to be perceived as "good". If you haven't seen the river in a while, be prepared for changes. Lots of new structure (trees) to work with. Good luck
Troutastic,
second what shook2323 says. also try zebra midges in a few different sizes and colors and some big black stones. also try chucking some big streamers for some of the larger fish in the river as they can be pretty aggresive this time of year.
