Hi Aaron,
It is tying thread, doubled and used like floss. It's UTC in Fl. Chartreuse. The Thorax is Maribou fibers, twisted and wrapped, also in Fl. Chartreuse. I dyed the hackle, myself in Neon Yellow, which is the same color, different name. Thread is Uni in orange- 8/0. I call the fly "Stomach Flu".

Interesting is the different dye wares used for Chartreuse also at one time called signal green.
As you rightly say here more so toward to yellow end of the spectrum, this may vary again depending on type of dye used, and available light source.
This color can be good to use during bright night conditions, and when fishing colored water which causes material dyed to transmit color more to the yellow end of the spectrum.
Streamers tied with chartreuse along with soft hackles and winged wets are great choices for the right conditions and can well out fish other flies at that time.
